Mr. Marino has over 20 years of experience in the planning, evaluation and deployment of development programs, covering almost every aspect of the project cycle, from pre-feasibility and engineering to procurement and implementation. He has conducted extensive business development and marketing activities related to the telecommunications consulting industry, covering the fullest range of sectoral issues and facets. Engagements have varied from the institutional strengthening of a telephone company (Guatemala) or a regulatory agency (Turkey), to the introduction of new technologies (Kyrgzystan) and services offerings (Gabon). He has maintained a continuing liaison with international financial and multilateral organizations, and interfaces actively with private and Government institutions that promote and support the role of U.S. private enterprises engaged in international development. He is fluent in Spanish and is vastly acquainted with the economic, social and political conditions prevailing in countries around the world.
As the Director, Global Business Development, with ASTRO, Mr. Marino is primarily responsible for planning, organizing, allocating and directing corporate resources in support of the International Consulting Department. His work includes performance of telecommunications engineering tasks such as site surveys to ascertain all construction details of sites to include RFI environment. Specific projects he is responsible for include:
- Project Management for the Technical Assistance for the Telecommunications Development Fund Project in Afghanistan
- Project Management for the National ICT Backbone Network Feasibility Study in Burkina Faso
- Project Management for the National ICT Backbone Network Feasibility Study in Tanzania
Prior to his employment with ASTRO Mr. Marino was affiliated with several major international consulting firms including Strategic Policy Research, Inc., Teleconsult International, and the National Rural Electric Cooperative Assoc. in Washington D.C. His assignments and responsibilities have included the following:
- International Marketing Director, with a telecommunications consulting firm with primary fields of expertise in sector policy reform and regulatory framework, technology assessment and business strategy, and expert testimony and litigation. He carried out extensive market research, business development and operational coordination activities throughout the globe. He was responsible for the overall coordination in the preparation and submission of proposals, contract negotiations and execution of contracts, and liaison with clients before, during and after contract completion.
- Manager of Business Development, with a world leader in engineering consulting for the telecommunications industry. Mr. Marino was responsible for the operations of the company in developing countries. This involved the generation of leads and business opportunities, positioning of the company in the market place, participation in international tenders, and general oversight in the implementation of contracts. He conducted major consulting efforts in Equador, Malawi, Panama, the Philippines, and Venezuela among other countries. These projects were typically financed by multilateral organizations, such as the World Bank and the African Development Bank or bilateral agencies, such as the US-TDA or US-AID.
